Cleo Chang
Chief Investment Officer, Wilshire Funds Management & Managing Director, Wilshire Associates
Cleo Chang is a managing director of Wilshire Associates and the Chief Investment Officer of Wilshire Funds Management. Ms. Chang joined the firm in 2005 and has more than 13 years of industry experience in asset allocation, manager research, portfolio management, and wealth management. In her role as CIO, Ms. Chang leads the overall investment activities of Wilshire Funds Management, including manager research, portfolio management, and investment research. Ms. Chang also chairs the Wilshire Funds Management Investment Committee and is a voting member of the Retirement Oversight and Alternatives Oversight Committees. Previously, she was the head of investment research, responsible for creating innovative investment solutions and asset allocation frameworks including managed volatility asset allocation portfolios, risk parity portfolios, correlation parity portfolios, regime-based portfolios, tail-risk protected portfolios, customized investment solutions, and portfolio risk modeling. Prior to joining Wilshire, Ms. Chang served as manager of investments with the leading multi-family office firm Harris myCFO Investment Advisory Services, a subsidiary of Bank of Montreal.
Ms. Chang earned her BA in economics from the University of California, Berkeley, and an MS in mathematical finance from the University of Southern California. She also holds an MBA with a concentration in finance from the Marshall School of Business, University of Southern California.
